Manager, Contract Oversight

About the Position:

To manage and have oversight of all company contractors performing the installation of gas facilities, restoration and paving work to ensure the safe and reliable maintenance and installation of the transmission and distribution systems consistent with company goals and policies, customer requirements, and in full compliance with governmental codes and regulations.

Position Responsibilities (including but not limited to):

  • Lead, motivate and develop a team of supervisors and union personnel, prioritize work, manage absence time, invoicing audit and other processes and allocate resources in order to ensure projectsand work are delivered within budgetary, cost and time limitations and also in line with statutory requirements and company goals.

  • Monitor and review all contractor work across a specific region to ensure appropriate use of resources, acceptable levels of productivity, cost effective/efficient installation methods, and adherence to project schedules and budgets.

  • Manage the day to day relationship with contract service providers, including negotiation, interpretation and application of established contractual agreements and/or service level agreements to ensure adherence to all contract compliance requirements and best outcomes for National Grid.

  • Promote and implement National Grid procedures regarding health, safety, and operating standards, ensuring all working practices are compliant with internal policies and regulatory requirements.

  • Act as the National Grid representative and develop and maintain effective relationships with all state agencies, municipalities, and other key stakeholders in order to promote cooperation and partnerships regarding permitting, restoration, traffic control, and effective business decisions.

  • Ability to develop and approve standard operating procedures required to perform energized main connections and cut-offs.

  • Evaluate and monitor high level and detailed forecasting models, work schedules, and budgets to support upper management in defining planning strategies and additional contractor needs.

  • Review and approve changes to programs, identifying risks and overcome barriers to implementation to ensure efficient outcomes for National Grid.

  • Work with business units, sponsors and champions to translate objectives into well defined requirements with clearly defined business cases in order to support program aims and innovation within National Grid.

Qualifications

Knowledge & Experience Required:

  • Bachelor's Degree is required preferably in an Engineering, Construction, or Business discipline with a minimum of 5 years experience.In lieu of a degree, a minimum of 15 years of work experience of which 3 plus years are in a program or project management role.*

  • In-depth knowledge of applicable codes and regulations that govern the operations and maintenance of the distribution system and construction practices and contract administration.
  • Experience and knowledge in managing construction activities.

  • Experience of leading, inspiring and motivating an operational team.

  • Experience of working with external service providers and internal stakeholders including procurement, real estate, environmental and safety.

  • Excellent knowledge of the Shared Service or Customer environment.

  • Excellent working knowledge and experience in program management principles, tools and techniques.

  • Proficient in Maximo and relevant software e.g. Microsoft Office products (Excel, Word, PowerPoint). Project management software knowledge a plus. (Microsoft Project or P6)

  • Knowledge of National Grid's business operations, company policies and practices.
